米ホワイトハウスのホームページには朴槿惠大統領とオバマ大統領の記者会見記録の掲載されている。ホワイトハウスのイーストルームで10月16日、行われた問答の内容だ。最も興味深い部分は、オバマ大統領が記者の質問に答えて言った次の発言だろう。

「私が朴大統領にも話しましたが、われわれが継続的に主張しようとすることは、中国が国際規範と国際法を守ることを希望するということだと思います。中国がそうしないとき、大韓民国も米国のように、そういう問題に対して公開的に発言することを望みます。なぜなら、われわれ両国は第2次世界大戦が終わってから定着された国際規範と国際法のため得を得たからです。われわれは、そのような方法の規則らが弱くなるか、大国だからと言ってこれを悪用することを座視しません。そういうことは韓国を含むどの国にも良いはずがありません。中国が韓国の門の前にある大国であることを考えるとき、彼らが勝手に規範に違反しても処罰されないなら、それが経済的問題であれ安全保障問題であれ、貴國にとって良いことはないはずです。」

オバマ大統領が念頭に置いた中国の国際規範の違反事例は、東および南中国海の島嶼紛争、一方的な防空識別区域の宣言、少数民族弾圧、脱北者の強制送還、国内の人権問題などのようだ。オバマ大統領は記者会見の前、発表文を通じて北韓政権の人権弾圧を直接的に指摘もした。

「北韓政権の住民に対する酷い弾圧に対して、われわれ両国はこのような行為を暴露し続け、人権弾圧に対する問責を要求していきます。」

*国民行動本部は明日(10月19日)、光化門交差点の東和免税店前で国軍捕虜の送還を促す国民大会を開催する。韓国戦争の侵略者である中国が北韓政権と野合して国軍捕虜6万人を不法抑留し一人も返さないことは明白な国際規範違反行為だ。

‛I think as I communicated to President Park, the only thing that we're going to continue to insist on is that we want China to abide by international norms and rules. And where they fail to do so, we expect the Republic of Korea to speak out on that, just as we do, because we think that both of our countries have benefitted from the international norms and rules that have been in place since the end of World War II. And we do not want to see those rules of the road weakening, or some countries taking advantage because they're larger. That's not good for anybody - including South Korea.

Obviously, given the size of China right there on your doorstep, if they're able to act with impunity and ignore rules whenever they please, that's not going to be good for you - whether that's on economic issues or security issues.’

‘And given the horrific treatment of the North Korean people by their government, our two nations will continue to expose abuses and call for accountability for human rights violations.’
